Shipping charges are charged to customers on a per order basis.
When the shopping cart is setup, you enter a shipping charge for each of the methods listed (Fed Ex, US Postal, etc.). If one item or ten items are purchased, the customer will be charged the predetermined amount according to the shipping method that they have selected.
If you wanted to charge for shipping on a per item basis, the shipping charge would have to be added to the amount of each product.
