If a department has an 'Alternate Link' it will not show up in the 'Clone To' or 'Add To' department drop downs on 'Add Content' or 'Edit Content' pages. Because a department that is called through an alternate link is not within the MemberGate department building structure, it does not allow any content pages to be added to it.
MemberGate will just link to the alternate URL of the department and does not actually build the department.
